Helping the students to realize their responsibilities is a daunting task, but a most do.  The majority of students are NOT completing their assignments (in class or at home) and after assessing their ISNs, I decided they needed to reflect upon this AND COMPLETE all the missing work.  They were given extra time to complete the work and resubmit it to me today (Friday).  Whatever grade they earn this time is the one that sticks (goes in the gradebook).  Hopefully the students took responsibility for their own learning and completed all that needed to be finished.
